Harm reduction: Toward the Heart
The ARP is a transitional program (up to three years, not permanent residential placement) for people in early substance use recovery with a continued goal of abstinence and who have completed a VCH-approved inpatient substance use program.
What to expect
We help build a personal recovery plan focusing on stable, substance-free recovery programs, support networks, skills, wellness, and relapse prevention.
Program partners include BC Housing, More Than A Roof and New Way (women's second-stage).
Referrals
Acceptance on the waitlist doesn't guarantee final placement into the program. The ARP Clinical Team conducts client case reviews throughout the waitlist to determine program suitability and eligibility for this early recovery programming.

Check eligibility
- Age 19 and older
- In early recovery
- 90 days of abstinence
- Completed VCH-approved residential substance use program
- 1+ year Vancouver resident
- Engaged in community recovery programs and/or regular counselling
- Capable of independent living with supports
- Attended ARP orientation
- Obtain a BC Housing registry number
- Registered on additional housing programs prior to placement as directed with ARP staff
- Willingness to participate in programming

Referral
Contact the ARP coordinator at 236-889-6495 to discuss suitability for the program. The coordinator will explore and ask questions related to substance use, mental/medical, legal, community, and financial history.
